In order that lots in any new subdivision shall either all be served with water without payment of connection charges or all be subject to payment of connection charges, developers who install water system extensions to serve a new subdivision shall pay the full connection charge for all land platted adjacent to City mains less amount waived as a condition to the providing of water service to the extension.

All connection charges for service from water and sewer mains owned by the City installed after January 1, , and not subject to recovery contracts shall be based on the actual construction cost apportioned according to front footage or any other equitable method of apportionment.
